The acquisition of a file on fishing matters allowed the rescue from oblivion of an important social and political movement that took place in Peniche in 1923, especially between September and the end of November, against the fishing of Spanish fishermen in the seas of Peniche. On the Portuguese side, the arguments were that the prohibition of fishing in national waters was not respected and that bombs were used during the fishing activities. Spain, in turn, argued that there was persecution of Spanish boats. The events involved several personalities of the time, such as the Portuguese Minister of Foreign Affairs, the canning industry entrepreneur Pedro Feu, the Spanish delegation in Lisbon, and people from Peniche.
